About

Objectives 
• To provide a forum for negotiations with the Government of Malawi, NGOs and civil Societies on issues affecting the retired public servants; 
• To promote and foster togetherness, cooperation, fellowship, understanding and unity among the retired public servants; 
• To create and participate in poverty alleviation programs and promote their sustainability; 
• To facilitate the creation and coordination of development committees at both district and zonal levels; 
• To strengthen development committees through training and other financial assistance; 
• To source or raise funds for development activities and projects, locally and externally; 
• To promote business activities through training and identifying business finance; 
• To offer moral and material support in emergencies to individual pensioners; 
• To invest and deal with monies not immediately required by way of boosting the income of the Association, upon terms and in such manner as deemed expedient; 
• To advocate for appropriate mechanisms for land ownership and other property rights; 
• To purchase, take on lease, hire, hold, use, apply or otherwise lawfully acquire property of all kinds including land and buildings and construct, maintain and keep premises for any of the purpose of the Association
Duties and Functions of the Organization 
• Promote and foster togetherness, cooperation, fellowship, understanding and unity among the retired public servants; • Promote awareness among the retired Public Servants on economic plight; 
• Maintain a Data Bank of information on all retired Public Servants thereby assisting the government in acquiring information it may require pertaining to the retired Public Servants; 
• Participate in poverty alleviation programs and promote their sustainability; 
• Offer moral and material support in emergencies to individual pensioners; 
• Cooperate with other associations having similar aims and objectives; 
• Negotiate with government on matters affecting retired Public Servants; 
• Raise funds with the purpose of furthering the objectives of the association; 
• Print, publish, issue or circulate any report, periodicals, pamphlets, leaflets, books or any other documents relating to the activities of the association.

OUR HISTORY


PUSEPA'S BACKGROUND

PUSEPA was formed in1994 in order to create an atmosphere of peace and security to pensioners who had retired from the government service so that people accept retirement as a natural phase of life. The other reason why PUSEPA was formed was to create a forum to air its grievances to government for attention. To begin with, as soon as the association was formed, pensioners raised their grievances on issues of pensions such as delays of receiving gratuities; congestion at Treasury Casher where pensioners were receiving their pensions; and deduction of taxes on already small pension a pensioner was getting. For example, a pensioner was receiving as little as MK50.00 a month. After negotiations with the government, this pension was raised to a minimum of MK300.00 and then later to MK1,600.00 per month in order to make the life of a pensioner worthwhile. The association was also successful in negotiating the removal of taxes on pensioners’ pensions. In addition, it also negotiated with the government to be paying increment to pensioners as soon as the civil servants get their increment.
